There are no restrictions on the number of translations.
However, both text translation and file translation are limited to maximum 5,000 characters per sentence, and file translation is limited to maximum 25 MB and 3 million words per file.
And, with the multi-language option, the maximum number of characters per sentence may vary depending on the language.

The total number of characters is limited to 5,000 per sentence. It doesn't depend on double-byte or single-byte.

Even after I logged in, why isn't menu icons or operation icons displayed nor translation is possible?

This error can occur if the application is not working properly due to Internet Explorer settings or other reasons. Try the following:
(1)Add to Trusted Sites
・Open Internet Explorer [Tools] > [Internet Options]
・Select the [Security] tab
・Click [Trusted sites] then [Site(S)]
・Enter the login URL in [Add this Web site to a zone] and click [Add].
・Close Internet Options with [Close] > [OK]
(2)Enable DOM Storage
・Open Internet Explorer [Tools] > [Internet Options]
・Select the [Advanced Settings] tab
・Check [Enable DOM Storage] in the Security section.
・Click [OK] to close Internet Options
